Misleading images of the proposed Poolbeg Incinerator have been distributed at great taxpayer expense to media in Ireland by Dublin City Council.

Unknown insiders at DCC have paid RPS, an English company, €25,000 per month for regurgitated propaganda and spin. In excess of €4 million has been exported to date via this foreign organisation just for PR spin. The Irish people have not exactly been fully informed. It is very curious how this money has been used.

In contrast to the misleading helicopter-views spoon fed by DCC/RPS to time-poor producers at RTE and at The Irish Times, a celtic tiger property-sheet, here is an accurate visualisation.

RPS & Burning €81 Million on Poolbeg Incinerator

RPS is a mighty fine English business working behind the scenes with apparatchiks at Dublin City Council and with Covanta, a serial lawbreaker from New Jersey.

Imagine if the Casalesi clan was running Dublin's waste business and Europe's largest incinerator. In January 2012 mafia tactics were used by DCC. Dublin's residents were made an offer they could not refuse. Accept a no-prior-notice offer within 10 days from a private offshore waste contractor selected secretly by unknown DCC insiders and pay a large up-front bundle of cash to the offshore contractor operating from a tax haven or your services will be terminated. Breaking basic privacy and data protection considerations the immune DCC cowboys also gave private data on all of Dublin's residents to the contractor. They even authorised the offshore contractor to collect debts. Gotta pud food on the table ...

RPS is dining out and playing golf with the €26 million it's honestly earned so far from the distinguished engineering services it provides for DCC's time servers. DCC has committed or wasted a further €74 million, not including the cost of lucrative pensions and public service retirement payoffs.

In December 2009 Judge McKechnie ruled that DCC used RPS reports to "massage" the truth. That sounds like polite language to say that DCC lied to misinform the people. It's curiously convenient that RPS reports may be used as a facade for credibility by De Drumcondra Mafia, FG's K Club and FF's Galway Tent. At the time RPS was paid €25,000 per month to create spin for DCC.

At the public hearings on the Poolbeg Incinerator at least one "consultant" in the RPS syndicate used statistics cunningly designed with crayons to mislead the public. While RPS was being paid €25,000 per month for spin.

RPS also legally acquired a unit of DCC 'communications' employees and made them RPS 'PR consultants'. Recruiting public service employees is a standard trick used by Covanta (legally).

In 2010 the Institution Of Engineers in Ireland, hiply branded as Engineers Ireland, issued a report promoting incineration. The EI report curiously omitted to mention the pertinent fact that the author on incineration was a former incineration industry employee - whilst shouting out other CV data. EI's report also curiously omitted that a VP at Engineers Ireland in 2010, and EI president in 2011, is the head of the RPS-Ireland unit contracted by DCC to spin for the Poolbeg Incinerator. RPS's team has been paid at least €26 million of taxpayers money. So far. If you ask EI about possible conflicts of interest they refer you to their ethics policy, without doing anything about answering your question. The EI-2010 president said he couldn't comment on the McKechnie judgement as there was a court case pending. The financial regulator has no comment.

The project may be stalled but its costs are still mounting. Dublin City council has spent €81m on the project so far, it got about €4.5m back from Covanta the proposed incinerator operator but most of the spending is from the public purse. Slightly over half the money has been spent on buying land, according to council figures supplied this month to Cllr Paddy McCartan, but €29m has gone on consultants.

A consortium of consultants led by RPS was paid a healthy €26m in fees so far. RPS say that they don’t get all of that money and that depending on the year, between 40% and 66% of the money they got for the project is passed on to sub-consultants. Under the Freedom of Information Act, however, Prime Time obtained invoices paid by Dublin City Council to RPS dating from mid 2004 to Sept 2011. Some of the spending seems quite extraordinary. In the 16 months after the site work stopped, the council paid RPS over €2.6m, even though the project appeared to be at a standstill.

For several years the council was paying the PR wing of consultants RPS over €50,000 every two months as a “Communications Retainer.” That retainer continued to April 2011.

Even more extraordinary is that council figures show the PR spend on the project at €4.3m including a dedicated information office. And this €4.3m is separate from the communications fees paid to RPS.

Professor Tol Pot Takes Noon Stage

De Heer Tol Pot has taken the noon-stage from Ireland's esteemed ESRI to a heel lekker polytechnic near the dead centre of England - for the sake of his children. But coming from the frugal Netherlands where a Gulden is a Gulden and professors are paid at half of Irish-professor rates perhaps it was for the sake of his take-home Guldens. After all the shock of a Dutchman dropping just one Gulden coin was enough to form the Grand Canyon. The IMF recently reduced Tol Pot's take by 30%.

The IMF subjugated Paddy after the reckless Irish property boom during which the self proclaimed Economic Social Research Institute was Economic - with the truth. Today this highly regarded ESRI is silent about Irish taxpayers bailing out The Netherlands ABN-AMRO, a major speculator in sub-prime mortgages and "investor" in Ireland with its friends in RBS and Deutsche Bank.

The great man seemed to be prone to bursts of arrogance, not a typical Dutch characteristic. Nevertheless Tol Pot finally acknowledged his Coffeeshop induced research with the dogs in the streets that the ESRI does no research of public service unless they have a man giving them King's Shillings. Does the inbred cabal spinning for the Poolbeg Incinerator spring to mind?

Tol Pot's spin in 2010-2011 was that Dublin City Council's large payment did not influence ESRI's report on the Poolbeg Incinerator. But on his departure in 2012 he finally conceded that ESRI reports are used by well funded PR agencies to create spin for the ESRI's paymasters. Politicians such as Bertie or Bishop Hogan may then use the PR spin as cover to misinform the public. On this abuse of the public the economic-with-the-truth ESRI stays silent. And ESRI ensures its staff stay silent, a best-practice from the Catholic hierarchy.

Tol Pot denied moderating comments on his pro-incineration blog postings. On running away from Ireland De Heer Tol Pot omitted any mention of his apparent practice of censoring of comments posted to his section on The Irish Economy blog on the topic of the Poolbeg Incinerator. When challenged he at first claimed a curiously-incredible technical glitch. Or was it the dog ate his internet packets. De Heer Pot denied any moderation. Later he further denied post-denial censorship. And apparently used the more devious and subtle tactic of with-holding knowledgeable blog comments for a day or two, whilst publishing others, before cynically closing off comments to the blog when further challenged. If accurately recalled from the Baidu.com cache is this very curious behaviour for a great man of fundamental research and a man-of-truth.

More curiously Sarah Carey, a fired Irish Times journalist with no known expertise on incineration, has popped up with comments to support Tol Pot's incineration postings on the Irish Economy Blog and on a Politics.ie discussion. It's to be noted that Carey was fired by the Irish Times only after she publicly admitting to telling lies to a judge at a €100 million tribunal involving Fianna-Gael politicians and a businessman granted a mobile phone licence making him a Billionaire and owner of Irish media. The Irish Times depends on advertising cash from anti-democratic incinerator promoters in DCC; IT already knew Carey lied to the judge but did nothing till totally humiliated by Carey, apparently. Several lawyers have been made millionaires by the tribunal circus - the more misinformation and the more lies the better and the higher the costs to the taxpayer. Carey sniggers she did not commit perjury as she was not under oath.

Fianna Gael's K Club.

Fired journalist Carey is a insider buddy of Bishop Phil Hogan, Ireland's Environment Minister and reported arranger of cash donations to FG from New Jersey's Covanta using golf sponsorship at Fine Gaels galway tent at the K Club. Seanie and BIFFO also did golf sponsorship before they bankrupted the country. Hogan is now bending over any which way for Covanta, a corporation with a record of being fined for breaking American Law and of polluting America with dioxins and heavy metals and dangerous particles and gases over at least a 20 year period.

Amsterdam newspaper Het Parool reported 18,000 deaths per year from air pollution across The Netherlands. The Netherlands is effectively a large city with an area and population not dissimilar to Los Angeles. Het Parool reported deaths from air pollution were dropping in Holland since the mid-1990s - except in Amsterdam. It stated Amsterdam had one thousand deaths per year above the Dutch average and no-one new why. Except Tol Pot of course. He claimed the deaths were not from the incinerator fired up in the early 1990s. Tol Pot claimed the incinerator to the west of Amsterdam is not responsible for the 1,000 excess deaths in Amsterdam per year. Ignoring the fiasco of the Irish Voting Machines imported from The Netherlands he arrogantly ranted about world class Dutch science. He even provided a reference to his incinerator-deaths-denial. But this apparent reference to his claim seems to be an arrogant deflection from the truth. Tol Pot's reference pointed to nothing specific. The subtly constructed misdirection is a curious error for a practitioner of the miserable science and a preacher to De Paddy of the merits of fundamental research.

Bishop Hogan of the Environment Department is the boss of DDDA, Dublin's Dodgy Developers Autocracy. Hidden by the budget's Bad News Day it's just been arranged for a little liability of €29 million to be moved from DDDA's parish to NAMA's parish. Freedom Of Information requests are not available on NAMA scams, making the Bishop of Rome jealous.

Who is being protected by this dodge? Is this cooking of the books being done to prevent robust investigations into the crony-cartel at DDDA and at Anglo-Irish Bank and their drug suppliers across the European banking system?

Maybe the developers who funded Fianna-Gael at The K Club golfing tent can answer.

This NAMA-DDDA caper looks and smells like the stock market manipulations in which Irish Life allegedly used Seven Billion Euro ($10 Billion) to cook Anglo-Irish Bank's books and it also looks and smells like the €3 billion inundisclosed transactions used by a Fermanagh businessman to secretly maneuver the share price of Anglo-Irish Bank. Such activity is illegal outside Ireland where the 'perps' are rapidly jailed.

By giving €29 million of your money to cooks DDDA's books has the NAMA outfit now joined the crony-cartel in the €500 Million Irish Glass Bottle scam? And only 3 years after the -developer-entrepreneurs left on the noon-stage to Lausanne, London and Dubai. The IGB site is a 24 acre polluted hole in the ground sinking into the former and illegal City Dump. In September 2008 Lendahand and Thick Lips landed taxpayers with the €500 Million bill for the IGB scams. Total scams in Poolbeg have cost taxpayers €950 million.

NAMA has paid €29 million to effectively massage DDDA's books. The secret deal swaps DDDA liabilities at the Irish Glass Bottle site for nine building sites of unknown value in a property market rigged by NAMA.

By firing its employees and by moving offices across the Liffey it would be a tragedy if DDDA got its files mixed up or even lost.

Irish Rail Floods Ballsbridge by Damming Dodder River

In mid-2011 Irish Rail built struts for a dam under the DART bridge over the Dodder river at Lansdowne Road Station in Dublin, Ireland.

This was a carefully planned process by Chartered Eejits. First extensive scaffolding was built under the bridge to trap large debris such as tree trunks, beer barrels and bicycles. Next tarpaulin was added to the upriver scaffolding to trap smaller river debris. Then the planners had to wait patiently for a flood. Politicians waited to harvest the empathy votes. Their prayers were all answered on Monday, October 24, 2011.

Ballsbridge was flooded: Dodder View Cottages and the Sweepstakes apartments. Plus Insurance offices, banks, stock brokers and capital gamblers. Awesome.

You shuld go to the Flickr link below to see truly "awesome" images of the flood in Ballsbridge at Dodder View Cottages - the river is 5m to 7m above its normal height. This happened in about 40 minutes. Irish Rails dam is about 300 metres downstream.

Stage 2 of the plan was implemented at 08:00 on Tuesday morning. The tarpaulin was immediately removed from view. Debris and finger-pointing evidence was removed from Dodder pathways. Then the dam itself was cleared. By Wednesday just the dam framework, the scaffolding, remained.

Churnalism was published on Thursday by the captive Irish Times & Independent who untruthfully blamed a few tree trunks. The spin totally omitted the scaffolding and the tarpaulin. A most curious omission by Ireland's 'papers of record'.

On Friday further work was carried out with all viewing points blocked off from public view by the absurd use of Irish Police "Crime Scene" tape. Do the Gardai know of this misuse of crime tape on the Dodder path? Why was the Dodder walk blocked off not for 50m or even 100m but for for a distance of 300M from the bridge? There was no heavy equipment on the Dodder path on Friday, apart from a large brand new Audi, an Überschwemmung durch Teknik management class Audi.

When the heavy equipment was present on Tuesday & Wednesday the path was not blocked - the scene could be safely observed. What is being hidden by the absurd usage of "crime-scene" tape?

A large Zurich Insurance office block was flooded and had to be abandoned. Maybe they will investigate the beavers in Irish Rail. Or even the crony-cartel directing the beavers.

Irish Rail and Dublin City Council will ignore the hundreds of people flooded out of their homes. After all they had been fully informed several times in advance by the public. Looters, carpet-salesmen and politicians are already harvesting the area. Politicians with knowledge of the dam who did nothing - in advance. But they can now be expected to cynically harvest votes by offering sympathy to the newly homeless.

Downriver for the first time in history the Dodder wall at Marian College also collapsed along a 30 metre stretch - exactly where a new flood-wall is being built on sand, without pile-driving. Fire Brigade time was diverted from helping the trapped elderly: the 'corpo' had no keys for the new flood gates and washed their hands by pointing their fingers at Irishtown Garda Station. This time the corpo did not blame the ESB.

Poolbeg Incinerator could cost Ireland up to $2.5 Billion per year.

The proposed Poolbeg Incinerator will cause up to 300 premature deaths per year, a view not contested by Ireland's 2007 Environment Minister. The view was framed as a question and was put to the Environment Minister in Dáil Éireann by current Education Minister Ruairi Quinn.

Doing the sums, based on current US EPA numbers for the cost of premature deaths, the proposed Poolbeg Incinerator could cost Ireland up to $2.5 Billion per year.

The United States EPA claims that by 2014 a new law titled "CSAPR" will prevent 13,000-34,000 pollution-related premature deaths, and yield between $120 billion and $280 billion in health and environmental benefits annually. This law is opposed by "power companies", a title misused by incineration companies such as Covanta. Covanta is most likely giving lots of cash to politicians to buy off this US law. In Ireland its reported that Covanta has bought influence with Environment Minister Hogan at The K Club golf course, FG's Galway Tent. In the Irish context 'cross-state' becomes 'cross-border' or 'transatlantic'. Even before the Poolbeg waste-to-toxins factory is built, illegal pollution from repeated-lawbreaker Covanta already crosses the Atlantic from Covanta incinerators to pollute Irish air.

INCINERATOR DIOXINS ALREADY POLLUTE IRELAND

About 340,000 people die prematurely each year in Europe from air pollution. EU laws are less ambitious on particle pollution than in capitalist America. In 2007 FF's Environment Minister did not contest the question expressed in The Dail by TD Quinn that the proposed incinerator could cause up to 300 premature deaths per year in Dublin. All such costs will be transferred to Ireland's taxpayers and their farcical hospitals. This observation was presented to the Bord Pleanala Hearing in 2007, and totally ignored, a Financial Regulator Best Available Trick. One director on Bord Pleanala's executive board is an "ex" employee of DCC's English spin-consultant RPS, the outfit which apparently hijacked an Engineers Ireland 'report' to spin for incineration; in other reports it was ruled that RPS and DCC "massaged" information on incineration to mislead the public (Judge McKechnie, 2009). Bord Pleanala's current chairman has been transferred from Ireland's crony-rich EPA, a facade of non-regulation also laced with "ex" incineration industry stalwarts.

THERE is nothing like a broad new federal regulation to make Jarndyce and Jarndyce seem like a simple dispute over a traffic ticket. As of October 11th no fewer than 36 separate entities—states, cities, power companies, trade associations—had petitioned the United States Court of Appeals for the DC Circuit to review or stop the Environmental Protection Agency (EPA) from implementing the Cross-State Air Pollution Rule (CSAPR). Eight entities have intervened on the EPA’s behalf. More could jump into the fray in the next month.

The rule at the centre of this scrum requires power plants in 28 states—everything from Texas eastwards, except Delaware and the six New England states, and including Oklahoma, Nebraska and Kansas—to reduce emissions that contribute to ozone and fine-particle pollution in other states. (Other states’ emissions do not have enough of an effect on air-quality in neighbouring states to trigger a reduction.) The rule is scheduled to take effect from January 1st 2012. By 2014 these states’ sulphur-dioxide emissions must be 27% of what they were in 2005, while nitrogen-oxide levels must fall to 46% of their 2005 levels.

CSAPR replaces the Clean Air Interstate Rule (CAIR), issued in March 2005, and also the subject of lengthy litigation before the same court, which found in it “more than several fatal flaws”. The court left CAIR’s provisions in place, but ordered the EPA to come up with a better rule: hence CSAPR. The EPA claims that by 2014 CSAPR will prevent 13,000-34,000 pollution-related premature deaths, and yield between $120 billion and $280 billion in health and environmental benefits annually. Those benefits, the EPA insists, outweigh the costs of implementation; though there may be rate changes for consumers, these should be “well within the range of normal electricity price fluctuations”.

A CONSORTIUM of Dutch waste disposal companies has reached outline agreement with the Italian city of Naples to remove and destroy 250,000 tonnes of refuse a year – potentially ending a waste crisis which has beset the city since 2008.

The refuse will be imported into the Netherlands and burned at the country’s 12 waste-to-energy incinerators which are currently operating at less than full capacity because the Netherlands – despite being the most densely populated country in Europe – does not generate enough waste.

Because of that shortage, the Netherlands already imports domestic and industrial waste from the UK, and has been actively pursuing an agreement with Naples because of the high volume of landfill available.

The paperwork is now expected to be signed before the end of this week.

The Dutch-Italian deal comes as opponents of a controversial €102 million incinerator planned by Dublin City Council for the Poolbeg peninsula, near Sandymount, argue that Dublin does not generate anything near the 600,000 tonnes of rubbish a year needed to make the facility viable.

In the Netherlands, however, waste disposal companies have been trawling for refuse from other European countries in an effort to improve the efficiency of the waste-to-energy plants.

“That’s why we regard this deal as the perfect win-win situation”, says Dick Hoogendorn, managing director of the Dutch waste management association, Vereniging Afvalbedrijven, which negotiated the deal.

“It works for everyone: we hope to solve the refuse problem which has been a big embarrassment and health hazard for Naples for several years – and at the same time we will be generating energy for the Netherlands.”

Despite those benefits, Dr Bendiks Jan Boersma, professor of energy technology at the Technical University of Delft, says the regular transfer of so much mixed waste does inevitably raise legitimate environment and health concerns.

“When you transport so much waste from Italy to the Netherlands you bring with it all sorts of other undesirable things, such as trace elements, heavy metals, perhaps cadmium and mercury.

“The fact is that those substances remain here.”

The refuse crisis in Naples came to international attention in January 2008 after municipal workers refused to make domestic collections because the city’s landfill sites were full to overflowing.

At one point it was estimated there were as many as 200,000 tonnes of refuse piling up on the streets.

As health concerns grew, the government of Romano Prodi called the army in to clear the refuse using bulldozers, a move which prompted angry protesters to clash with police in the city centre.

At the time it was suggested that the Camorra – the local equivalent of the Mafia – was causing at least part of the problem because it had become involved in the lucrative waste-management business and frequently dumped hazardous waste illegally.

SP Member of [Dutch] Parliament Henk van Gerven is urging the government to reject plans for the import of waste from Naples for processing by Dutch firms. The waste processing companies want to bring some of the rubbish piling up in the Italian city to the Netherlands for incineration.

‘Carting waste around is always unnecessary,’ says Van Gerven, ‘but it is particularly bad if by doing so we are going to the aid of the Italian mafia.

’It is the fault of the Mafia that the mountain of rubbish in Naples has grown so much over the last few years. Organised crime makes a great deal of money by standing in the way of the construction of effective waste processing and via illegal dumping. “The local population is not helped by this sort of solution,” says Van Gerven. “If we take the problem on, the mafia will be able to continue happily on their way, carrying on frustrating processing and dumping the waste.”

Poolbeg firm to pay €400,000 in compensation

The US energy firm behind plans to build the Poolbeg incinerator has been ordered to pay $400,000 after releasing cancerous dioxins at one of its facilities.

Covanta, which has plans for a €400 million incinerator at the Dublin site, was found to have released dioxins 250 times greater than allowed safety levels.

The US company has agreed to a fine imposed in a settlement reached July 14 with the Connecticut attorney general and the state’s department of energy and environmental protection (Deep).
Connecticut officials said it was the second time that Covanta has been fined for emissions from facilities in the US state.
The latest fine related to the emission of unsafe levels of dioxin from its Wallingford plant.

The facility was closed for nearly a year following a annual routine test in July 2010 by the company’s own inspectors which revealed dangerously high levels of carcinogenic dioxins.

The exposure to dioxins emitted by the plant at the high levels involved had the potential to result in reproductive or developmental side-effects, according to the U.S. Environmental Protection Agency.

‘‘As this was the second violation of its kind in the past few years, there is no margin for error here - Covanta must get it right," Deep Commissioner Daniel Esty said in a statement to media.
Two years ago, Covanta paid $355,000 to the state arising from unsafe dioxin emissions which were discovered coming from its Wallingford plant and another similar facility at Hartford, Connecticut.
A Covanta spokesman said that the Wallingford plant had safely resumed operations in July after dioxins tested below safety limits.
The firm is now also obliged to conduct more periodic tests on dioxin emissions.

Covanta operates a total of 44 such facilities in the US.
Covanta’s Dublin project has been stalled due to problems with the previous government, negative court judgements which have affected the company’s business plans, and resistance from within the waste industry.

The false incinerator images from DCC are lapped up by lazy churnalists at RTE and in the newspapers. This is part of DCC/RPS's €35 million campaign of Big Lies. Judge McKechnie strongly condemned DCC's misleading use of materiel manufactured by RPS, the spin-bill for which now exceeds €35 million of taxpayer money.

Months after the Ringsend Community Centre meeting and waiting for Labour to use its massive city-wide resources it seemed nothing was happening. Meanwhile Labour's honourable TD's and Councillors delivered tree-loads of expensive fully photoshopped colour flyers to each and every house in the wards before the election, during the election and now after the election. Shiny teeth everywhere, American politicial science. Mention of the incinerator was obvious by its more or less total omission. Blind three legged dogs, missing a tail, answering to the name Lucky, got higher priority from the ward-heelers. Curiously, once enthusiastic Cllr Parodi refused multiple opportunities to explore why she did not proceed as she indicated she would, to educate her constituents on the visual vandalism the proposed incinerator will do to Dublin Bay.

Why were the people of Ringsend apparently parodied?

Sarah Carey admitted lying to a judge at Ireland's mobile phone licensing tribunal. She claims it was not perjury as she was not under oath. The Irish Times fired her, eventually. She's now on Newstalk, an Irish radio station funded by the billionaire who by another happy coincidence won the mobile phone licence being investigated by the tribunal. And she's been at the pulpit on TV3 with Hogan.

Carey ended up "in the car park of the Four Courts with a senior counsel telling me that by denying the leak I had obstructed the tribunal, which was a criminal offence and that I could be jailed".

Obviously the bishops running Ireland approve Carey being moved from The Irish Times to her new parish.

An acquaintance of Minister for the Environment Phil Hogan says he never met Mr Hogan about Poolbeg

AN ESTATE agent and developer who has raised funds for Fine Gael was hired by American company Covanta to progress its controversial plans for the Poolbeg municipal waste incinerator in Dublin, The Irish Times has learned.

Arthur French, a leading figure in Kildare GAA circles who has played golf with Minister for the Environment Phil Hogan, is believed to have been engaged by Covanta to ensure that hurdles facing its Poolbeg project were overcome, according to sources.

A Covanta spokesman said Mr French “is one of a number of consultants retained by the company to help us progress our project . . . He has been advising the company since last year and was retained to assist on a variety of commercial issues, including financing.”

Mr French said he had “nothing to hide”. He was advising Covanta on private equity funding and had not been hired because he knew Mr Hogan, he said, adding: “I know an awful lot of politicians better than Phil.”

He also said that he had “never met him” in relation to the Poolbeg incinerator project. “There was no need to meet Phil Hogan, he had his mind made up and so had the Government. I don’t think there was any need for arm-twisting on that one.”

Mr French said he had “never raised one shilling” for Fine Gael.
When it was put to him that his company, French Estates, had sponsored fourballs at the party’s fundraisers in the K Club, he said he had done the same for Fianna Fáil and Labour.

An e-mail query to the Minister asking if he had any dealings with Mr French in relation to the Poolbeg incinerator project and if he could confirm that Mr French was a friend of his and was also a fund-s also a fundraiser for Fine Gael went unanswered.

Mr Hogan met Covanta shortly after taking office as Minister.

He also met representatives of the local community and Dublin city manager John Tierney, but he declined to meet the Irish Waste Management Association, which opposes the project.

On July 8th, the Minister dropped a levy on incineration proposed by his predecessor, former Green Party leader John Gormley, who also opposed the Poolbeg plan. This had been one of Covanta’s key demands and was welcomed by the company.

Mr Gormley complained that the dramatic change in policy was “put through on the final day of the Dáil term” before its summer recess.

“The international review of best waste-management practices which I commissioned was simply discarded.”
The former minister said Covanta had made it clear that the €350 million Poolbeg project would not go ahead if there was a levy on incineration. With the levy threat lifted, it was able to proceed with plans to finalise financing for the project.
When it was brought to Mr Gormley’s attention that further lobbying had been done – including an intervention by US ambassador Dan Rooney – he said: “I suspected as much . . . It leaves a very bad taste in the mouth, but that’s how you play hardball.”

In July 2010, Mr French was involved in Fine Gael’s eastern regional golf classic at the K Club in Straffan, Co Kildare.

A major fundraiser for the party, it attracted sponsorship from companies – including several property developers – as well as individual players.
The golf fundraisers – also held at Adare Manor in Co Limerick and Moor Park near London – contributed substantially to Fine Gael’s €3 million “election war-chest”.
Mr French’s company, French Estates, was among the regular sponsors at the K Club.
At the Fine Gael fundraiser, Mr French was one of those taking part in a fourball sponsored by O’Flynn Construction of Cork, along with its principal, Michael O’Flynn, and former Kerry GAA star Mick O’Dwyer.
Mr Hogan was on another fourball team.

The Leixlip-based estate agent also acted for businessman Michael Smurfit and developer Gerry Gannon – joint owners of the K Club – in a number of property deals and developed two schemes of luxury houses and apartments on its extensive grounds.
Mr French lives in Churchfields, which is described as a “private enclave of detached houses . . . in one of Ireland’s most iconic and prestigious golf and country clubs”. He also served as captain of the K Club.

With the Government committed to banning corporate donations, Fine Gael did not hold any fundraising golf classics this summer.
The Minister handling the legislation to give effect to the ban and to introduce registration for political lobbyists is Mr Hogan.

Poolbeg timeline
December 1999: Poolbeg is identified by consultants as the optimal site for a municipal incinerator processing up to 450,000 tonnes of waste per annum. Local residents pledge to fight it, backed by Green Party TD John Gormley.
August 2002: Martin Cullen, then minister for the environment, floats a new “fast-track” planning regime for all infrastructure projects, including waste-management facilities; this is opposed by then minister for justice and Progressive Democrats TD Michael McDowell.
September 2004: Dublin City Council, one of the four local authorities seeking to progress the Poolbeg project, suffers its first reverse when councillors vote overwhelmingly against going ahead with it. They are told by management that their decision is “out of order”.
October 2004: Using powers under the 2001 Waste Management Act, the council’s management proceed to seek tenders for a public-private partnership (PPP) scheme to build and operate the incinerator. Elsam, a Danish company, emerges as the winner.
May 2006: The council’s management announces that it will apply to An Bord Pleanála under the new Strategic Infrastructure Act for a 600,000-tonne incinerator at Poolbeg. Among the 2,600 objectors are local TDs Michael McDowell, Ruairí Quinn of Labour and John Gormley.
February 2007: Elsam pulls out of the project after being taken over by another Danish firm, Dong Energy, which queries its viability and says it “is not able to the meet the terms of the PPP”. Dong seeks to introduce Covanta, a US waste management company, as a partner.
June 2007: Gormley becomes minister for the environment and immediately begins reviewing what options are open to him to halt the project – although he is debarred from interfering with the planning process.
September 2007: Following the Bord Pleanála oral hearing and in advance of its decision on the planning application, the council signs a contract with Dublin Waste to Energy Ltd, a consortium formed by Dong and Covanta, for the as yet unapproved Poolbeg project.
November 2007: An Bord Pleanála approves the incinerator subject to 13 conditions. Three days later, the Environmental Protection Agency issues a draft licence for Poolbeg. After an oral hearing in April 2008, a full licence was finally issued in December 2008.
June 2009: Gormley issues a draft directive under the 1996 Waste Management Act seeking to cap the volume of municipal waste that could be sent for incineration.
November 2009: The Irish Waste Management Association claims the proposed incinerator is “grossly oversized”.
December 2009: As preliminary site works start at Poolbeg, Mr Justice Liam McKechnie quashes the new Dublin waste plan and upbraids council management for “massaging” consultants’ reports to support the change of policy.
February 2010: The ESRI, in a report commissioned by Dublin City Council, says there is “no underlying rationale” for Gormley’s attempt to cap incineration.
March 2010: Gormley proposes waste-disposal levies of up to €120 a tonne for incineration and landfill. If this were to become law, the viability of the Poolbeg incinerator would be undermined and the now Covanta-led consortium would be unable to raise financing for it.
July 2010: It emerges that the consortium needs a foreshore licence for the proposed development and it is up to Gormley to decide whether to grant it. Fine Gael environment spokesman Phil Hogan calls on him to step aside because of an alleged “conflict of interest”.
October 2010: Amid concerns over the cost of the contract with Covanta, city councillors are told the council would have to supply 320,000 tonnes of waste annually or face penalties under a “put or pay” clause.
July 2011: Minister for the Environment Phil Hogan drops Gormley’s proposed levy on incineration. Covanta declares that the political situation here had “changed totally” and it could now finalise a financial package for the Poolbeg project, which could cost €400 million.

County says Covanta Energy backed out.

Only a month ago, the Fairfax County Board of Supervisors voted in favor of a new agreement that called for Covanta Energy to continue operating the waste-to-energy plant, better known as the Lorton incinerator.

Now, the Fairfax supervisors say the 30-year deal they had negotiated with the private waste management company is off the table. Covanta has backed away from agreed-upon terms and is pushing for greater concessions from the county in the contract, according to the supervisors.

"Covanta has now advised the county that it is no longer willing to implement this agreement and instead now wishes to renegotiate the deal. Fairfax does not do business this way. We had a deal and Covanta broke it. This is unacceptable," said Supervisor John Cook (R-Braddock) in a public statement.

IN A WRITTEN statement, Covanta said it had not backed out of its previous deal with the county.

"Covanta is ready to draft and sign a contract that is consistent with the term sheet previously agreed to. However, at this point we clearly have different ideas on how the term sheet would be converted to an amended service agreement," wrote the company's spokesman James Regan in an e-mail.

Regan added that Covanta hopes to continue its relationship with Fairfax County.

"We would like nothing more than to resolve these issues and resume what has been a long, positive and productive relationship between Fairfax County and Covanta," he wrote.

IN RESPONSE TO Covanta's recent actions, the supervisors unanimously voted on April 26 to explore "all options" for the incinerator, including those that do not include Covanta as a partner.

"Clearly, the board is going back to the drawing board," said Supervisor Gerry Hyland (D-Mount Vernon), who represents the area around the incinerator in Lorton.

Hyland said the Fairfax government might reconsider purchasing the Lorton plant from Covanta in light of the private company's recent behavior.

As of late March, the supervisors appeared to have closed the door on the purchasing the plant when they voted 8-2 to pursue a new contract with Covanta instead.

"We thought all we had to do was ink the deal," said Fairfax County Chairman Sharon Bulova (D-At-large), of the agreement with Covanta.

But in a closed session meeting with staff on April 27, several supervisors said they were astonished to discover that Covanta had recently tried to change the terms of the agreement, which means all options should be back on the table.
"In all my years on the board, I can't remember being as displeased with any other subject. There has been nothing more frustrating than trying to negotiate with Covanta," said Hyland, who became a supervisor in 1988.

FAIRFAX COUNTY has not released a detailed list of the Covanta's demands, though Hyland said the waste management company is asking for more money and more flexibility.

According to the Mount Vernon supervisor, Covanta wants a larger share of the revenue earned from the incinerator's energy production.

Covanta has also asked for the option to build its own solid waste transfer station, a facility where small trash haulers take waste so that it can be sorted and loaded onto much larger trucks bound for an incinerator, landfill or recycling plants.

The county government currently operates the only waste transfer station in Fairfax, which allows it to ensure that the vast majority of local trash ends up at the incinerator.

All trash haulers operating in Fairfax are essentially required to bring the waste they collect to the county transfer station. The county then directs that the trash at the transfer station goes to the incinerator.

This is particularly important because Fairfax has an obligation to deliver a certain amount of trash to the incinerator. If the county falls beneath its quota of tons of trash, then it has to start paying Covanta a fine.

A Covanta-operated transfer-station would inevitably compete with the county-run transfer station and make it more difficult for the county to provide the required-amount of trash to Covanta each day, said supervisors.

"If we don't have flow control, there is no way we can guarantee how much trash we can send to them," said Supervisor Linda Smyth (D-Providence).

Hyland added that a new transfer station on the grounds of the incinerator would also bring many more trucks to local roads in Lorton.

THE FAIRFAX SUPERVISORS enter this stand off with Covanta in weaker position than they were a month ago.

In order to get an extension on negotiations, the county board agreed to allow Covanta to operate the incinerator until 2020, even if the county voted to purchase the facility. That move makes any proposal for the county to buy the plant more financially risky, said Smyth.

"Even if we bought it, they would be there for another 10 years," she said.

Here's a credible overview of financial aspects of the proposed incinerator - published in 2010.

There's some publicity on January 31, 2011 about the secret put or pay contract for the proposed Poolbeg Incinerator. A similar contract in Florida seems to have cost Orlando about $300 million and also stopped recycling, in order to feed the fnancially challenged incinerator. The Orlando Sentinel reports waste now has to be imported to pay the bills.

Perhaps a bigger issue than the €200-€350 million in put or pay penalties is the €500 to €700 million to be shipped to New Jersey by Irelands patriotic political cabal.

Covanta with "HQ" in new Jersey manages an incinerator in Harrisburg, PA., USA. Debt for financing the Harrisburg waste-to-toxins plant is forcing receivership or bankruptcy of the city. Its proposed that property taxes be increased to pay the incinerator debts.

In Pennsylvania, under the state’s Local Government Unit Debt Act, creditors can compel the people of the city of Harrisburg to make good on its incinerator guarantees.

Sept. 13 (Bloomberg) -- Dauphin County, home to the Pennsylvania state capital of Harrisburg, and bond insurer Assured Guaranty Municipal Corp. asked a judge to appoint a receiver for a local incinerator whose debt they guarantee.
The filing today, in state court in the capital, also seeks to compel Harrisburg to make payments on $288 million in incinerator debt it guaranteed by raising property taxes if necessary.

OPINION:

There has been no public scrutiny of the costs for planning and running the Poolbeg incinerator,

write  JOE MCCARTHY and  VALERIE JENNINGS 

THE DEAL struck between Dublin  City Council and Covanta for the Poolbeg incinerator is a closely  guarded secret so the public has been unable to judge the value for  money in this project.

We know from two previous mistakes –  e-voting machines and the Westlink toll bridge – that the public has  lost millions through bad deals struck by public servants making  poorly-informed decisions.

There has been no public scrutiny of  the costs for planning, building and running this incinerator. In 2007,  without reopening the public procurement process, Dublin City Council  brought Covanta into this public/private partnership (PPP) when the  original consortium of DONG/Elsam withdrew. The council went ahead with  an extraordinary contract with Covanta which commits the city to decades  of payments whether or not the waste is actually available.

The  private operator in a PPP is supposed to bear the risk, but in this case  the council has removed the risk by giving financial certainty to  Covanta via the 25-year municipal contract at a fixed gate fee for  320,000 tonnes per annum. Thus the people of Dublin are carrying the  risk, not Covanta.

We have asked the council at open days, at the  Environmental Protection Agency (EPA) and Bórd Pleanála oral hearings  and via Freedom of Information requests for details of the original  financial model and for details of the contract costings but the council  refuses to divulge any details on the basis of commercial  confidentiality.

Therefore the figures used in this article are  our best estimates based on information that is in the public domain and  our extrapolations. We would be happy to revise our calculations if  Dublin City Council would reveal their actual figures.

Because we  do not have details of the “put or pay” contract between the council and  Covanta we have estimated a gate fee of €80 per tonne (this estimate is  based on figures presented to the oral hearings). At €80 per tonne  Covanta would be guaranteed €25.6 million per annum for the first  320,000 tonnes. This revenue is more than enough to make a profit for  Covanta.

On the same basis, we estimate the likely penalties for  the city council not meeting the “put or pay” clause to be in the order  of €14.4 million per annum.

Because the plant is oversized at  600,000 tonnes Covanta will be free to offer the excess capacity at any  marginal price it chooses. This could lead to undercutting of other  operators. Recycling and mechanical biological treatment (MBT), which  are more environmentally friendly disposal methods, would be undermined.  This has already happened in US cities where Covanta is operating.

A  presentation by Covanta to the Welsh government released under FoI  reveals an offer by Covanta to operate a 600,000 tonne incinerator just  like Poolbeg for a gate fee of £45 (€53) per tonne. An agreement signed  in the US by Elbert County, Georgia, which names Covanta as operator of a  planned incinerator the same size as Poolbeg, has a gate fee of just  $25 (€20) per tonne.

Why has Dublin City Council apparently  committed to a gate fee which is 50 per cent more expensive than the  offer in Wales and four times the cost in Georgia?

The additional income to Covanta would be €8.64 million annually over the Welsh price or €19.2 million over the US price.

Then there is the question of revenue from the sale of electricity.

We  estimate the electricity revenue from burning 320,000 tonnes to be  €11.5 million annually and Covanta generally retains energy revenues  from tip-fee type contracts, although again we don’t know what revenue  sharing is agreed for Dublin.

Covanta’s extra income in Dublin,  compared to Wales and the US, therefore appears to be between €20  million and €30 million annually. Over the 25 years of the contract  Covanta could take between €500 million and €750 million in extra income  in Dublin.

This is an astonishing amount of money. Cui bono?  Certainly not the citizens of Dublin. We begin to see why US big  business is leaning so heavily on the Irish authorities to get this  project going before too many awkward questions are asked.

Incineration  was selected in 1997 based on a flawed analysis. The margin by which  incineration was chosen over MBT was just 19 per cent but several costs  were omitted, including the cost of the land, the cost of disposing of  ash and the cost of CO2 emissions.

The incinerator will produce  mountains of bottom ash – 150,000 tonnes every year – and the city  council proposed to export this ash from Poolbeg by ship for “recycling”  in the UK or Denmark. The cost of transporting the bottom ash was  omitted from the original analysis. The impact of handling and disposing  of the bottom ash was excluded from both the Bórd Pleanála and EPA  hearings.

If, as is likely, the bottom ash is to go to the new  landfill at Nevitt in north Co Dublin the planning permission will have  to be “rectified”, according to former assistant city manager Matt  Twomey.

Bottom ash is an active material because of the heavy  metal content and will need a waste licence before being exported or  being dumped in landfill. The ash needs to be cured by allowing it to  sit for weeks in the air before it can be tested for hazardous  classification.

The costs of the ash handling, transport and land for curing have also been omitted.

The  original analysis omitted the cost of disposal of fly ash which is  toxic and needs specialised handling and disposal, usually in salt mines  in Germany. Again the cost of transport was omitted.

The cost of the large quantities of CO2 produced by the incinerator was also omitted.

When all these costs are taken into account MBT is actually cheaper than incineration.

Dublin  City Council is spinning about the likelihood of large fines. Fines for  breaching the EU landfill directive have not been imposed anywhere and  are unlikely to arise in Ireland. This is because the MBT plants already  in operation suggest the 2010 target will be met. EPA guidelines on  source segregation and regulations requiring the composting of food  waste will help the country meet the targets for future years.

If  the Dublin region had a number of smaller MBT plants there would be less  distance for trucks to transport the waste, more jobs and more  competition in the marketplace. This would provide better value for the  residents and businesses of Dublin than one enormous incinerator  monopolising the waste market. It would also mean that Dublin would not  be stuck with an inflexible contract for 25 years, restricting any  innovation in waste management.

This project was intentionally  split into pieces, each requiring approval from a different authority.  There is no proper cost benefit analysis for the overall project.

E-voting  and Westlink turned out to be extremely costly to the Irish taxpayer.  They were undertaken by the authorities without proper scrutiny of the  costs – €60 million in the case of e-voting and €600 million to buy out  the Westlink toll bridge. We need an opportunity to discuss the value  for money of the proposed incinerator and the enormous costs and profits  associated with it.

It is time for an independent, open inquiry  into how this project came about, what the costs have been and what the  financial consequences will be for Dublin’s citizens.

In August 2010, Covanta has Irish politicians such as TD Quinn and knowledgeable Cllr Tormey putting jobs scare stories into the media. Meanwhile DCC has withheld information, used undue influence and massaged reports (Judge McKechnie). A lawyer used by DCC held a fundraisor for Obama in Dublin. Favouring US private-healthcare companies, TD Harney's HSE refuses a baseline health study for Poolbeg.

A US Republican Party millionaire is also lobbying in Ireland for Covanta - US Ambassador Rooney, owner of a Pittsburg football franchise. Mr. Obama appointed Rooney. Billionaire Sam Zell owns the Chicago Cubs and is the largest owner of Covanta stock. Zell has put the Chicago Tribune, LA Times and others into bankruptcy ("Zell Hell"). Covanta knows how to do bankruptcy.

Repeated violator Covanta does not transfer its problems to other parishes, a best-available-technology. Instead it fobs off the residents whose health it threatens by paying small fines. Whilst also increasing the millions of dollars it uses each year to "lobby" politicians.

Connecticut State Attorney General Richard Blumenthal is suing Covanta for emitting excessive levels of a carcinogen for the second time in three years.

“Our legal action follows a repeat environmental violation — excessive emissions of toxic dioxin,” Blumenthal said in a statement.

Covanta's wonderful machinery broke down in April 2010. Was it fixed and reported in April 2010? No. Covanta only reported the failure in July 2010. Does this mean Covanta was pumping out deadly dioxins for four months or longer? If so, thanks to the jet stream, Covanta is already dropping dioxins onto Dublin.

There is no safe level for dioxins. Nevertheless, RPS's Rudden paid €25 million by DCC, spins that "modern incinerators" do not have "ANY" health impact. With Covanta's record this spin is at best cynical if not reckless, though hijacked Eejits Ireland may disagree.

Paying off piddling fines is cheaper than the continuous control of dioxins with technically impossible engineering. Small fines maximise owner & director bonuses, throwing the vast health costs onto residents. Does Mr Zell, Covantas biggest investor, need the money now that his newspaper business is bankrupt?

Mark Babcock and his family live less than a mile from the facility and he is happy to hear the state is cracking down.

"We get some smells from that place, sometimes it smells like anti-freeze, sometimes it smells like garbage, burnt tires, whatever, and it kind of makes you wonder what you might be putting into your system breathing that air," he said.

Covanta has decided to postpone its expansion of the Westbury, New York State, plant, citing economic reasons for the delay.

Covanta advised that the factors involved were low tipping fees, a tax break from the Town of Hempstead was not as favorable as thought, and the rate it could charge National Grid for power was not as high as predicted.

As a result, and also because the State is putting pressure on the local governments on Long Island for increased recycling, the Covanta project has been put on hold.

On Newstalk TD Quinn apparently repeated Covanta's PR spin and Big Lie that US companies will invest elsewhere if Big Lie-X, Big Lie-Y & Z. Covanta and its predecessor Ogden have allegedly broken the law in the USA thousands of times. Since when do honest Google, HP, Intel, etc take investment guidance from a company with a record of lawbreaking?

As a qualified architect it is curious TD Quinn makes no comments about a philistine structure wrecking the vistas and tourism of Dublin, as seen from his front window.

After Judge McKechnie's unapproved adjudication in Dec 2009 on "undue influence" in the Bord Pleanala and EPA processes & massaging of RPS reports by DCC's now-retired asst-city-manager, misdirecting the public, it is very curious TD Quinn fully approves the possibly dodgy Bord Pleanala and EPA "decisions" and claims a lawful process has been conducted, so every Paddy should submit to these great hierarchies (paraphrasing). TD Quinn seems to support the decisions of organisations stacked with political cronies and "ex" incinerator-employees at board level.

Most curious is TD Quinns apparent full support for the blackmailing of Irish taxpayers through the still-secret contract DCC wrote *before* either Bord Pleanala or EPA issued their edicts in 2007. This smells of Anglo-Irish Bank and the systemic importance Big Lie.

In the press release the head of lawbreaker Covanta says illegal waste dumped in Northern Ireland could have been burned in Poolbeg. If only Paddy and Mick were not so thick. The Irish Times propaganda mentions an unnamed "spokesman", ignoring spokeswimmin reporters and the one-eyed transformed into bicycles by the atoms. As to the identity of the esteemed spokesman, waste-entrepreneur Toni Soprano had no comment.

In Italy waste illegally dumped by the mafia has been exported to Germany, to finance and justify German incinerators. DONG's engineer said truck drivers at Poolbeg could be stopped dumping illegal radioactive waste into the proposed incinerator by checking their bus passes, or other ID, or whatever.

It is not known if the Irish Times reporter has received ethics guidance from a Dublin senator expensed from West Cork. A long way by bicycle. Inside a different black hole.

Stuff Not Read in Fagins

The dual nature of the trials of migratory fish from salt water to fresh water and the reverse journey from fresh water to salt water is one of the most physiologically demanding processes in the natural world.

Anadromous fish which enter estuarine rivers from the sea have to cross the salt wedge where they must extrude salt so that their blood stream is isotonic with the medium they live in. The converse is true of catadromous fish: in the case of salmon the hurdle which young fish face when they must leave freshwater to migrate to the ocean.

The processes involved have a huge energy requirement and therefore a huge requirement for oxygen. The oxygen content of the Liffey at the receiving place is unlikely to be a happy environment with the thousands of litres of very hot water laced with strong chemicals which will be discharged to the Liffey from the Incinerator proximate to the discharge of water from the next door Sewage works.

The bonuses of many people in USA and in Dublin depend on the Poolbeg Foreshore Licence. Will Covanta or DCC kill the Salmon?

Not to mention depleting Liffey water, forcing taxpayers to pay €500 million to steal water from the Shannon. As proposed by 'consultants' RPS of Shell in Mayo and the incompetent sewage factory fame, and honourably mentioned by Judge McKechnie in DCCs massaging of innocent RPS reports.

Management Incompetence Example: DCC+RPS.

The months of March, April and May have been very uncomfortable for the residents of Pembroke East by reason of the odours of the gases fetole, indole and skatole emanating from the same waste water treatment plant. This demonstrates incompetence of operators DCC - their advisors were also RPS (Rottens P1ss & Schiess). Same 'experts' as for the proposed incinerator.

Covanta must be under financial pressure. Spin merchants MKC and RPS have El Presidente Whitney spinning all over Irish radio and in the newspapers. Jump Paddy, jump. How high massa? How high?
