Lochlann Quinn

Fresh plans for a €350m development overlooking Sandymount strand in Dublin 4, have been submitted by Liam Carroll's Fabrizia Developments. The plans differ substantially from the previous plans for a 30-storey tower and mainly commercial development which Fabrizia submitted for the former AIB sports grounds in Rinsgend.

Lochlann Quinn

When he is not acting as AIB chairman, Quinn works for Glen Dimplex, one of the country's largest private companies. It owns the Morphy Richards, Belling and Dimplex electrical brands. Quinn's 26 per cent of the company has made him bags of money.

But one of the conditions on which Quinn agreed to give an interview to The Sunday Business Post was that he would not discuss his private investments. He would prefer not to talk about his private business, he said, as it's hard to remain private in this country, and also because he will be returning full-time to the private sector when he leaves AIB.

A brother of former Labour leader Ruairi Quinn, the Glen Dimplex man owns half of the Merrion, Dublin's five-star hotel. He has also invested in Patrick Guilbaud's award-winning restaurant, which is now located next to the hotel. His 118-acre French vineyard in Bordeaux, Chateau de Fieuzal, which he bought last year for €45 million, supplies wine to his hotel.

Lochlann Quinn

Former Deputy Chairman and Finance Director of Glen Dimplex

Educated at Blackrock College and UCD, Lochlann Quinn qualified as a Chartered Accountant in 1966. He joined Arthur Andersen & Co. in London and, in 1969, he returned to Dublin to head up their audit practice in Ireland until 1980.

In 1980, he joined Glen Dimplex - a small, privately-owned Irish company - as Deputy Chairman and Finance Director. He was one of two shareholders – he has recently sold his interest. The company now has annual sales of $1.3 billion and employs 8,000 people in Europe and Canada.

Mr Quinn’s private business interests include: a hotel in Dublin; commercial properties in Dublin, London and Brussels; and a vineyard in Bordeaux.

He is Chairman of the National Gallery of Ireland and of the ESB, and a former Director of AIB Bank (1995-96) and Chairman (1997-2003), and former Director of the Irish Museum of Modern Art (1990-2000).

He graduated from University College Dublin (BComm 1962).

Labour Double-speak on Poolbeg Incinerator Process?

How about some honesty from Labour?

Labour appears to fully support a toxins-from-waste incinerator.

TD Quinn appears to have taken the scare-story-script directly from Covanta's PR company MKC, a PR company
apparently spinning for US private health care in Ireland and connected to Health Minister Harney.

Then TD Quinn seems to have acted on Newstalk as a mouthpiece for Covanta. Why is Labour supporting Covanta, a company which is reported to have violated workers rights in the USA?
The Covanta company’s illegal conduct caused workers to lose between 8% and 11% of their annual income in 2009. TD Quinn did not contest the Big Lie about jobs for Ireland.  At best during operation of the proposed toxins-from-waste incinerator perhaps 50 low-wage jobs will go to 'non-nationals' on minimum wage - to remove illegal waste or explosives or radioactive waste delivered by huindreds of trucks.

On Newstalk TD Quinn apparently repeated Covanta's PR spin and Big Lie that US companies will invest elsewhere if Big Lie-X, Big Lie-Y & Z. Covanta and its predecessor Ogden have allegedly broken the law in the USA thousands of times. Since when do honest Google, HP, Intel, etc take investment guidance from a company with a record of lawbreaking?

As a qualified architect it is curious TD Quinn makes no comments about a philistine structure wrecking the vistas and tourism of Dublin, as seen from his front window.

After Judge McKechnie's unapproved adjudication in Dec 2009 on "undue influence" in the Bord Pleanala and EPA processes & massaging of RPS reports by DCC's now-retired asst-city-manager, misdirecting the public, it is very curious TD Quinn fully approves the possibly dodgy Bord Pleanala and EPA "decisions" and claims a lawful process has been conducted, so every Paddy should submit to these great hierarchies (paraphrasing). TD Quinn seems to support the decisions of organisations stacked with political cronies and "ex" incinerator-employees at board level.

Most curious is TD Quinns apparent full support for the blackmailing of Irish taxpayers through the still-secret contract DCC wrote *before* either Bord Pleanala or EPA issued their edicts in 2007. This smells of Anglo-Irish Bank and the systemic importance Big Lie.

Covanta has told Paddy to jump.
TD Quinn has replied: Yessir Massa, How High!

How about some honesty from Labour?

Irish People Skinned Again at IGB.

Community Gain For Billionaire Speculators Starts at Irish Glass Bottle Site.

From our Monkey, one of the whistleblowers inside DDDA Developers Autocracy.   Securely Skyping from NAMA HQ, rented from a treasured Property Speculator.

  • Skinning 1940-70s:  Philistines bury Sandymount Strand bordering Ringsend-Irishtown-Sandymount villages under City Refuse Dump.
  • Skinning 1940s: Privately owned Irish Glass Bottle factory leased on public territory.
  • Skinning 2007: Glass Bottle Recycling Factory closed.  400 Fired.

  • Skinning 2007: IGB Site Lease: Private Investor gains €100s-millions from lease 'loophole' allegedly left open by a minister.
  • Skinning 2007-09: DDDA & Others dump €500 million into toxic IGB city dump site.
  • Skinning 2008-10: Poolbeg Planning Scam - DDDA bid to literally      dictate €5 Billion of no-appeal Poolbeg Planning .
  • Skinning 2007-2009: DCC's undue influence in a Poolbeg public planning process (Judge McKechnie).
  • Skinning 2010:  DDDA/Poolbeg schemes add €500 Million to €2 Billion to national debt.
  • Skinning 2010: NAMA launched at IGB site.

Unlike our respected Finance Ministers, Mr Cowen and Mr Lenihan - both trained lawyers as is respected Willie - our Monkey does not have legal training.  So his report could be true, being based on gut-feel accounting fundamentals.  Long ago our Monkey correctly reported that taxpayers would be skinned at IGB by NAMA.  So now the deal has been done, on the back of a conveniently rotting banana skin.  Because of toxic pollution the IGB site has a negative value of say minus €50 million.  This is as good a reason as any for NAMA to acquire the toxic IGB site for its clients with taxpayers cash.

When DDDA moves offices from the respectable Southside back to the Northside, where they came from, no documents will be lost or misfiled.  Nevertheless the good governance of SPV accounting could disguise the €500 million already dumped into the IGB hole in the ground as 87% of any number you like. Grab a banana from the DDDA tree.  Weigh it.  Apply 87%.

SOLD TO TAXPAYER FOOLS

NAMA's Real Clients are Banks & Developers.
NAMA may state its clients are the taxpayers and the residents of Ireland.  However in reality NAMAs clients seem to be the property speculators and the fraudulent Inselaffe galway tent bankers -all funded by the taxpayers of Ireland.  In March 2010 NAMA seems to have said that it is acquiring bad property loans from its "clients" - some truth released in a faux pas.  With Lear Jets on permanent standby some NAMA clients recently moved to reside outside the legal jurisdiction of Ireland to Paris, London, Lausanne, Cape Cod, China.   Note that 'Client' is language as used by the priesthood of lawyers.

NAMAs deal may well be "Community Gain" for billionaire property speculators.  Nevertheless taxpayers will break even after one or two hundred years, using nominal-Euro accounting tricks: Special Purpose Vehicle scams pioneered by Enron.

People are already googling for jobs in the waste-to-toxins incinerator, a neighbour 400 metres from the toxic IGB flats.  Councillors and TDs will buy votes in exchange for flats built in the toxic site and jobs in the incinerator.  By then the Galway Tent will have moved back to Tammany Hall.   Job well done.

________________
Disclosure:
Our Monkey is not a formally accepted legal professional, unlike former Finance Ministers Mr Cowen and current Finance Minister Mr Lenihan.  So the monkey's reporting could be totally true, massaged or not.  The monkey's understanding of finance fundamentals is strong - he knows his banana-coupons from his orange-coupons.  His financial-gut tell's him you don't directly compare Sterling mortgage rates to Euro rates, even though the Finance Minister does.

Our Monkey was amazed that property-supplement-funded Irish Times never ran a robust investigation into IGB before the scamming burst.

Our Monkey congratulates surprise 06:00 hours police raids, with government broadcaster crews in tow, on client houses for Commodore 64s.  All this only two years after €8 billion was parked from PTSB into Anglo designed to massage the books and the share price, without informing investors in New York ADRs, allegedly.

Totally Useless Things Concerning Inselaffe Culture:  Our Monkey notes that Quinn Group has a glass factory competitor to IGB outside the jurisdiction to which recycled glass could be exported, without air-miles.  The Monkey claims Quinn related investors tried to buy shares in Anglo and has a €1 Billion accident.  The Monkey further claims that the replacement Financial Regulator put Quinn Insurance into administration close to April Fools Day.  Now Anglo Irish Bank is looking for circa €3 Billion from Quinn.  Otherwise the taxpayers will be buying an insurance company and a toxic hole in the ground.  The Monkey believes there is no connection between former AIB Chairman/CEO Quinn who sold the AIB Sports Grounds (public good) on Sandymount Strand to a private speculator, Zoe/Fabrizia/Carroll.  One of NAMA's first clients is the ZOE-Carroll Group, suffering a €2 Billion meltdown.  ZOE and megabankrupt Bank-of-Scotland-Ireland shared the same building in Parnell Street, Dublin.  AIB's Quinn is brother to former Finance Minister Quinn who honourably established DDDAs socially justified and honourable predecessor.  Liberties occurred years later on the strands liberties.

Glass bottle site given 87% Nama 'haircut'

SIMON CARSWELL, Finance Correspondent
Sat, Apr 03, 2010

THE NATIONAL Asset Management Agency (Nama) has applied a “haircut” of 87 per cent to the loan provided by Anglo Irish Bank to buy the controversial Irish Glass Bottle site in Ringsend, Dublin in a €412 million transaction in 2006.

The loan will be among the first tranche of €10 billion in assets moving to Nama from the State-owned bank next weekend. Anglo and Nama had no comment to make the haircut or the transfer.

The discount reflects the collapse in the value of the property, which was written down to €50 million by the Dublin Docklands Development Authority (DDDA) – a drop of 88 per cent in value.

Anglo and Allied Irish Banks provided a €288 million loan to fund the purchase of the site, which involved developer Bernard McNamara, financier Derek Quinlan, the DDDA and private investors of Davy stockbrokers.

One of the three draft internal reports into the DDDA, which were recently disclosed, reduced the value of the authority’s 26 per cent share in the site to zero.

The discount on Anglo’s loan contributed to Nama applying a 50 per cent overall discount on its first loans being moved into Nama.

The bank reported a loss of €12.7 billion for the 15 months to the end of December this week after writing off €15.1 billion in bad loans, including €10.1 billion on loans moving into Nama.
The Government has injected €12.3 billion into Anglo to replenish its reserves after the losses wiped out its capital base.

The bank has said that it may need a further €10 billion and possibly more to cover a higher-than-expected average haircut on the loans moving into Nama as well as losses on non-Nama loans and to meet the new higher capital rules.

Nama said yesterday it had completed the transfer of the first loans from Bank of Ireland, buying assets with a face value of €1.93 billion for €1.26 billion, representing a discount of 35 per cent.
“The agency expects to complete the transfer of the remaining loans from all five institutions by the end of the year and no later than end February 2011, the deadline set by the EU Commission,” Nama said in a statement.

The agency has now bought loans with a face value of €2.74 billion from three financial institutions – €1.93 billion from Bank of Ireland, €670 million from Irish Nationwide building society and €140 million from EBS building society. The agency has applied a 37 per cent discount against the EBS loans and a 58 per cent haircut to Irish Nationwide’s.
Nama will acquire the first loans from AIB over this weekend, buying loans with a face value of €3.3 billion for €1.9 billion, representing a haircut of 43 per cent. Anglo will transfer some €10 billion in loans for €5 billion.

Some €16 billion in loans are being transferred to Nama in the first tranche for €8.5 billion, representing an average haircut of 47 per cent across the institutions.
The State effectively took control of Irish Nationwide this week with the injection of €100 million in return for special investment shares in the building society.

EBS is expected to find out over the coming week about when the institution will receive its special investment shares. However, the building society last week received a waiver, allowing EBS to fall below the threshold which dictates the minimum amount of capital that a lender must hold in reserve.
EBS has the derogation from the regulator until May 31st, allowing it to hold less than the minimum core tier 1 capital ratio – a measure of loss-absorbing reserves at a lender – of 4 per cent.

Ruairi Quinn Sells Out, Flees Incinerator. Dublin Bay Destroyed.

Property Description:

*** On View - Saturday 13th June 1pm - 2pm ***

Attractive double facing period residence with light filled socialist architect designed red door, a socialist Skoda and with once-delightfull views of Dublin Bay now destroyed by Labour-FG's gigantic incinerator sitting on the foreshore.

23 Strand Road, Sandymount, Dublin 4

€1,300,000             End of Terrace House

---------------------

Now incinerator construction has started Ruairi Quinn is selling his main house on Sandymount Strand for €1.3 million. Being closest to the incinerator Quinn's house enjoys one of the best insights into how Labour & FG are destroying the "visual amenity" of Dublin Bay.

Outstanding architect Ruairi Quinn and Enda Kenny/Hogan had covert meetings with Covanta senior management during the last general election.   Who knows what they spoke about.   During the election a Covanta agent held golf events at the K Club as legalised vehicles to fund FG's election campaign, with Hogan managing FG's election funds and Quinn managing Labour's election funds.  After winning the election Quinn raced across Sandymount Village in his Skoda to get a suitable bottle to celebrate.

After the election Hogan rewrote laws to enable the incinerator - an incinerator FG said they would stop.  Hogan promoted Mr Tierney from DCC's incinerator team to be head of Irish Water - thats after Tierney wasted €100 million on curious incinerator payments for land and 'consultants'.  After the elction Tierneys daughter got a job with one of the consultants in Perth, Australia.  FG & Labour are funding the incinerator with taxpayer money from bailed-out bankrupt Irish banks and with extorted pension funds.  With a doctorate in Governance Mr Tierney awarded a large water infrastructure contract to Mr [Redacted].  Mr {Redacted} also funds FG and enjoys a €100 Million write-off for the infrastructure company and below-market interest rates.  Money from the installed water-meters will fund bailed out bondholders - such as Mr [redacted] ?

Ruairi is next expected to swap his socialist Skoda station wagon for a Bentley, as befits a wealthy family with widespread property ownership.  After being fired from the Labour leadership the honest politician can retire to his Galway Tent House.

Crony News: Labour's Quinn "Plays Golf" with Covanta for Poolbeg Incinerator.

The Labour Party's Ruairi Quinn has found time to have "discussions" with Covanta.   TD Quinn is a former Irish Finance Minister and a qualified architect.   His residence has a front window view of DCC-Covanta's proposed reckless destruction of the visual amenity of Dublin Bay.

Patriotic Labour TD Quinn and hard-worker Cllr Humphries are cynically silent on the Poolbeg Incinerator.  Humphries apparently supported a most curious electoral division or possible gerrymander which by happy coincidence favours high-rise development in the newly defined "inner-city".  TD Quinn's relatives have multi-million Euro investments in Poolbeg (IGB, etc) and multi-million Euro interests in the impact of high-rise development on Mount Street.  Perhaps Covanta shared some intelligence on Labour's candidates provided by the US Embassy and not yet on Wikileaks.

The New Jersey lawbreaking outfit is using a cosmetically-correct Dane to front their PR spin.

BIFFO was formerly an Irish Finance Minister whose achievements include rubber-stamping DDDA/Anglo-Irish Bank's involvement at IGB - a €500 Millon disaster.  Current Taoiseach BIFFO played golf with Anglo-Irish Bank's Seanie, and says he didn't talk about the bank.    BIFFO then morally and financially bankrupted Ireland to save Anglo-Irish Bank and the reckless funders of Anglo - the major German, Dutch & British banks - a €500 Billion disaster.

Covanta met FG to press case for incinerator.

Sunday Business Post
January 23, 2011
Covanta, the US energy firm, has had discussions with Fine Gael leader Enda Kenny over the company's difficulties in advancing plans for its controversial 350million incinerator in Dublin's Poolbeg.

Jens Kragholm, European vice president of Covanta, told The Sunday Business Post that he had discussed the project with Kenny and Labour's Ruairi Quinn.

Strand Road House Sale - Incinerator Views from inside Quinn house

June 2015.

Why would an architect and former finance minister wait to sell till construction met a milestone?

VANDALISM - DUBLIN BAY SEASHORE - MINISTER QUINNS BEDROOM
The incinerator crew is busy pouring concrete even at 8 PM on a Sunday to foist up 150 foot high external walls - creating an Israeli style  "fact-on-the-ground".  They are half way there in this photo from Ruairi Quinn's bedroom.  Chimneys will be 300 feet, on the seashore.

This is awesome architectural heritage for Yeat's 150 year anniversary just days ahead ahead of Joyce's Bloomsday on Sandymount Strand, now buried under the city dump.  Mr Quinn's house is full of sophisticated artworks including a 1916 poster, a James Connolly image and even a Gaynor painting.

R QUINN PERSPECTIVE

STRAND ROAD HOUSE SALE

Architect and honourable retiring Labour leader Ruairi Quinn met Covanta during the last general election and is now, at the half-way milestone selling his house facing the incinerator, complete with views of the bay destroyed by FF, FG and Labour.  What was the understanding during the election?

The agent says the house is for sale as "The Family is Downsizing.    ... but staying in the area .....".
Significantly "The Family" name carefully omitted.   No answer to incinerator questions.

If true how come the 2nd Sandymount house is away from the incinerator and about the same size? And what about a house in Galway and perhaps others?

Why would an architect and former finance minister wait to sell till construction met a milestone?

Community Gain For Little People Beside IGB

Community Gain For Little People Beside Irish Glass Bottle Site

The community will gain incinerator air pollution to add to truly massive NAMA-Poolbeg debts, IGB unemployment and deliberate institutional environmental vandalism and eyesore architectural conditioning.

Clanna Gael is an excellent GAA club located directly beside the IGB Glass Bottle site in Ringsend. The club provides genuine benefits to the local community.

Unfortunately the Galway Tent exploits the club - propaganda plaques and signs from the cabal directly responsible for  the €500 million IGB mess are everywhere.  Down the road the King's Shilling of Community Gain is also being hoored-up by the incinerator proposers.  Cynical local politicians smell votes.  Meanwhile parasitic speculators all across Poolbeg are being rescued by NAMA, for the little people's benefit of course.

Bertie formally opened a new club house for Clanna Gael a few years ago. The plaque says so.  So did the photo-ops.  In honour of Bertie's usage of the language, DDDA erected large signs proclaiming the repurbishment [sic] of the pitches and then went on with others to dump €500 million of the people's money into a hole in the ground directly over the GAA club's fence.

Invisible pollution in this area already exceeds safe levels.  Dublin Council's planned incinerator will increase air pollution at the GAA pitches - causing problems a few years or even decades later for the footballers and the hurlers. The most deadly pollution particles (PM0.1) are not monitored by EPA; the law does not force this measurement.

Actual Community Gain: Twelve-Times Death Risk.

Is it good to play vigorous sports at Clanna Gael?  The entrance to Clanna Gael is on Sean Moore Road.  Instruments near Sean Moore Road recorded dangerously high air pollution levels in March 2010, and have been doing so for a long time.  Compared to Tallaght it's twelve times more likely anyone breathing this air will have a heart attack or stroke, at some unknowable time in the future.  Alzheimers risk also increases.  The micro and nano particles from the air enter the bloodstream and travel to the brain where they may enter brain cells.  One particle could be enough.  Nobody knows.

EPA's simple instruments only weigh the less dangerous micro-particles; they do not count the number of very dangerous nano-particles.  Any observable damage occurs years later.  Nano-particles come from 'green' diesel cars and from incinerators.  An incinerator will increase the pollution and thus the health risks.  Removing diesel vehicles from the streets is not practical for the city.  But an incinerator is an unnecessary choice.

So why did Dublin Council choose this polluted location for its proposed incinerator?  Did they consult the old financial regulator?  Or was the philistine scheme ordered from the galway tent?

Irish Glass Bottle Transactions beside GAA Club:
  • Buyer of IGB Site:  DDDA Autocracy, and friends.
  • Seller of IGB Site/Lease:  Dublin Port Company.
  • Private Companies benefiting: Ardagh Glass, South Wharf.
  • Financier: Anglo-Irish Bank & AIB.
  • Planning Permission: DDDA Planning Repurbishment Projects Division of Anglo Irish Bank.

Once upon a time in November 6, 1998 The Phoenix reported Mr Paul Coulson's Irish Glass Bottle factory was under threat from a massive new glass factory opened by Mr Sean Quinn in Fermanagh. Solution found: In 2010 the factory became a fine €500 million NAMA asset.

After 1998 many cute wee hoors became involved with Anglo Irish Bank and DDDA.  Manic property speculation was practiced by insiders with inside knowledge and by others.  Then the Irish national bankruptcy happened.

In 2009 Australia's government used the IGB fiasco to lure skilled workers to the penal colony.

Near 2010's April Fools Day the new financial regulator put Mr Quinn's insurance company into administration (similar to 'Chapter 11') as it seemed the insurance company's reserves were moving into Anglo territory.  In 2008 Mr Quinn personally lost at least one billion Euro trying to save Anglo in a then secret deal involving ten special people.  In the past, billions were parked in Anglo by PTSB to repurbish Anglo's books.

Now in 2010 Anglo claims Quinn Insurance owes Anglo €3 billion and Anglo may buy Quinn insurance to save it.  One bankrupt saving another bankrupt?  This could be an April Fools Day joke or a farce or reality.  How would any outsider know? Based on past information-withholding, Anglo's accounts can certainly not be trusted.

Bertie's buddy was appointed by Bertie to be boss of Dublin Port Company.  Was this before the IGB site or its lease was traded to DDDA and the Becbay speculators.  IGB provided the Cooler, trading as Ardagh Glass a share of a few hundred million before he moved to Lausanne. Finance Minister Cowen correctly signed the necessary paperwork for DDDAs investment.  Dublin Port Company gained about €100 million for its pension fund.  Dublin Port Company is owned by the state of the Republic of Ireland.  DDDA is also owned by the state.

Legally the Port Company is supposed to restrict its work to Port Activities only.  That would be ships and containers and jobs for dockers.  The Port Company is allowing land contiguous with Dublin Bay's special area of nature protection to be used for incinerator construction, without environmental due diligence.  The faceless men and women have already destroyed an established nature habitat for protected wildlife.

Repurbishing Guano Onto The DDDA's Projects

Cutting off the fresh water supply for Brent Geese is payback.  After all the Brent Geese have been repurbishing guano all over DDDA's repurbished pitches.

____________
Repurbishment:  1. The massaging of reports with the goal of obtaining a predetermined result; 2.the exercise of undue influence in public consultation circuses supposed to be conducted in the public interest; 3. shijting on the public;  4. shijting on the DDDA.

Waste shortfall puts pressure on Poolbeg plan

07 December 2008

http://www.thepost.ie/post/text/story.asp?document_id=38107&category_name=&version=print

Penalties apply if Dun LaoghaireRathdown does not supply enough waste for the incinerator, write Niamh Connolly and John Burke.

One of the four councils expected to supply waste to the planned Poolbeg incinerator may fail to meet its commitment, raising questions over the viability of the waste-to-energy project.

Dun Laoghaire-Rathdown County Council (DLRCC) mayor, Cllr Tom Joyce, told The Sunday Business Post that the local authority might incur penalties for failing to supply enough waste to the incinerator, which was last week granted a licence by the Environmental Protection Agency (EPA).

Dublin City Council signed a contract in September 2007 with the joint US/Danish consortium - Dublin Waste to Energy Ltd - to design, build, finance and operate the Poolbeg plant. Dublin City Council coordinates the Dublin waste strategy on behalf of the capital’s four local authorities.

The four councils have under taken to supply over 300,000 tonnes of waste to the incinerator annually, as part of the deal, which is a key element of the Dublin waste management strategy. But the amount of waste being collected by DLRCC has fallen dramatically since the agreement was signed.

The authority deployed 20 staff from its household waste collection unit last week in a bid to address a €10 million hole in the authority’s finances after the desertion of more than half (32,000) of its customer base in the 20 months up to October. DLRCC’s tonnage of ‘black bin’ waste fell from 65,000 to 18,000 in the period.

In a briefing to councillors in October, Dun Laoghaire council manager Owen Keegan said the authority was likely to review its continued participation in the capital’s waste plan, due to financial concerns. A spokesman for the council said last week that no such review was under way.

‘‘The amount of waste being collected by us is considerably less now that the amount we were originally supposed to contribute, and it’s lessening by the day,” Joyce said. ‘‘We will have to take a look at whether it is in our interest to remain in the Dublin waste plan,” the Fine Gael councillor said.

A key ‘put or pay’ clause in the September 2007 deal requires the councils to guarantee the waste annually, or make loss-of-profit payments to the consortium behind the Poolbeg incinerator.

Meanwhile, British-based waste incineration company Covanta said it was prepared to start construction on the €250 million Poolbeg plant early in the new year. [galwaytent edit: Covanta is not British based. Covanta is based in New Jersey; its Irish operations at Poolbeg and at Rathcoole are firewalled in the Virgin Islands and in Luxembourg]

The company said conditions attached to the licence issued by the EPA had not yet been calculated, but ‘‘will not make the plant financially unviable’’.

Covanta is now reading through the 200 conditions to work out the implications; a spokesman said work was due to start on the plant ‘‘during the first quarter of 2009’’.

‘‘On first read, Covanta is confident it can meet all these conditions. Like the EPA, it too wants to ensure the plant operates safely and legally. We also welcome the condition to liaise extensively with the local community,” the company said.

Asked about industry speculation that the plant could be unviable due to changing economic conditions and waste management practices, he said: ‘‘There is no question of scaling down, withdrawing or slowing down - there is no hesitation with the incinerator for Poolbeg.”

Nonetheless, industry sources believe a recent High Court action taken by the waste companies Greenstar and Panda raises questions about the incinerator’s viability.

Thetwo companies are challenging Dublin City Council’s attempts to ensure that collection is carried out by the council or a collector under the council’s control.

Dublin City Council said last week that it did not anticipate work on the incinerator would start until the second half of next year.

Fianna Fail backs the incinerator, but Green Party deputy Ciaran Cuffe criticised the move by council officials to sign the contract. He accused them of pre-empting a decision on the Poolbeg incinerator by making financial commitments before approval for the plant had been granted.

The 600,000-tonne incinerator needs waste from the four regional authorities, Dublin City Council, South Dublin Council, Dun Laoghaire Rathdown and Fingal, to ensure cost efficiency. Panda, which operates in the east from Dundalk to Dun Laoghaire, has just signed a contract to build the largest recycling facility in Ireland, in a move that raises further questions about the capacity of the incinerator.

The €3.25 million warehouse at Beauparc, Co Meath, would increase Panda’s ability to achieve up to 90 per cent recycling of all the waste it handles, according to the company’s general manager, Brian McCabe.

Minister for the Environment John Gormley came under fire last week over his failure to take action to prevent the incinerator in his own Dublin South East constituency.

The controversy could damage Gormley’s electoral prospects next time around, on the basis that he has opposed the project for the past ten years, but stands accused of being ‘‘ineffectual’’ in government.

Gormley was one of more than 2,000 individuals and environmental groups that lodged objections to the incinerator with An Bord Pleanala in October.

While Gormley insists that his ministerial powers do not allow him to interfere with the process, the Labour Party’s Ruairi Quinn said the minister had been told last summer that it was legally possible to seek a review by Dublin City Council of its waste management plan.

The Labour Party wants to pursue a judicial review of the plan.

Quinn said Labour’s legal counsel, Finbarr O’Malley, had advised that the Waste Management Act, 1996, section 24c, allowed the minister to intervene using this mechanism.

Such a review would reveal that the capacity of the incinerator ‘‘was excessive, because the evidence pointed in the direction that there would be less to incinerate than the amount and the scale of the plant in Ringsend [would allow],” said Quinn.

Gormley last week warned Dublin City Council that it would be ‘‘unwise’’ to proceed with the project, and he is taking policy steps to ensure that the incinerator is not economically viable by promoting mechanical and biological waste treatment and imposing levies on landfill and incineration.

Despite the speculation, a statement from DLRCC said: ‘‘Given the fact that Dun LaoghaireRathdown is part of the regional waste management strategy, the direct answer is that we will cooperate with our partners in Dublin City, South Dublin and Fingal County Council, as agreed, on all matters related to waste management.”

"Incineration is perfectly safe" - Covanta Big Lie

 Covanta's Mad Men

So the Danes are world-class environmentalists?  Until recently Denmark has allowed pollution from modern cigarettes.  So whats the problem with unmonitored pollution from incineration?

In Croke Park at the Bord Pleanála hearing a Danish representative of DONG told a bare faced lie: he said an incinerator "only emits steam".  Danish honesty.

Covanta took a bunch of Irish journalists on a trip to Copenhagen in October 2010.   Sure whats a release between friends, or a Covanta press release for that matter.  DDDA and Anglo-Irish Bank did the same.  And to optimise the hacks valuable time MKC provided the journos with awesome Covanta press releases on the benefits of incineration.

Bada Bing Copenhagen.
Details of what the hacks did on the trip have not been published as those releases in the live-booths would embarrass their mammies.

You can’t skimp on milk and bread, but you can save on porn during times of crisis.

These esteemed hacks and people of science returned to Ireland to immediately regurgitate the Covanta spin.

Newstalk is owned by a tax-exiled Irish billionaire who made his money inside Ireland in Irish mobile phones, now the subject of a €200 million and 12 year investigation.  The same billionaire has a major share, with a bank, in The Irish Independent.

Here are some absurd Big Lies from the Irish Independent hack on Newstalk radio on October  14, 2010.

  • Big Lies For Covanta:  "Incinerators are perfectly safe"
  • Big Lies For Covanta:  "All the waste is converted into heat or energy. "

"Incinerators are perfectly safe" is a simplistic rendering of the refined Big Lie issued in The Irish Times by PJ Rudden, VP at Engineers Ireland, covert and hijacked incineration promoters.  PJ is the Wasters Director at RPS - paid €25 million by DCC to promote incineration.

Its likely this Big Lie is fed by Covanta's Mad Men at MKC who have strong connections to Berty, to RTE, to The Irish Independent and to The Irish Times and to much of the tribe-first cabal selling Ireland to Russian Oligarchs and bringing back-of-the-bus healthcare to Ireland from the rich world's worst health care system, the USA.

The Irish Indo hack was joined on Newstalk by a "professor" from the ESRI, an alleged expert who did not take the available opportunity to correct the sober journalists errors.  A real professor would correct the hacks nonsense.  No doubt both have been provided with talking points from Covanta's propaganda team in Ireland, MKC.  Spin also rabbited recently by the workers TD Quinn on Newstalk. What did the workers TD Quinn do about the fired 400 workers at IGB when his brother "speculated" by buying the toxic site?  TD Quins parks a workers Skoda out front to hide the sun tan.

The Dutch alleged expert and toll on taxpayers revealed his true Dutch roots by claiming incineration was "cheap", a Dutch obsession.  His blog features the subtle distribution of Big Lies amongst the chancers psuedo-science of economics.

Covanta "hires" similar public employees in the USA after they have been of some service.  Could a professor retire to a cushy number at Covanta?

ESRI is funded by the unelected incineration team at DCC,  pension lifers, all closely connected to the Drumcondra Mafia.  Also not mentioned on Newstalk (no podcast).

Crony News: FG Loots National Pension Reserve Fund For Incinerator

Sepp Blatter would be embarrassed by the known cronies funding the proposed Stalinist incinerator in Dublin Bay:

  • Socialised Irish Banks (AIB, BOI, Ulster/RBS), Barclays, Macquarie Bank: € 250 Million
  • Secret investors, equity firms & bailed out bondholders (?): € 150 Million.
  • National Pension Reserve Fund.   € 44 Million.
  • Dublin City Councils (family home taxes): € 97 Million.
  • Environment Department (Labour, FG): € 7.5 Million.
  • Covanta (Serial US Lawbreaker): € 150 Million.

Per head Germany has ten times as many expert consultant doctors as Ireland.  Even the UK has a multiple of Ireland's numbers of nurses.  Hundreds of millions of taxpayer money that could fund hospital consultants and nurses is instead being used to fund a US lawbreaking incineration company.  Any profits will be exported via Luxembourg.  Health impacts from incineration will be socialised.

Criminal bank Barclays has been fined $ 2,500 million for multiple illegal activities.  Anglo-Irish, AIB and BOI are bankrupt Irish banks funded by taxpayers - their 'accounts' present a legal but totally false picture of their under-water assets.

FG's Kenny/Hogan and Labours Quinn met Covanta during the 2011 general election campaign.  The FG & Labour election organisers apparently received funding from a Covanta agent.  After the election Kenny-Hogan and Quinn met Covanta's wishes - permits and bank funding.  The debts of these banks have been socialised and paid for by a near-doubling of death taxes from 20% to 35%, VAT to 23%, USC, new family home taxes, new waste taxes/fees, additional water taxes, pension fund looting and hospital finance diversions.

The Known Unknown: What else is Malta resident Denis O'Brien trying to hide?  It is not publicly known if Denis is an investor in the incinerator or whether he benefited as one of the socialised bondholders in Anglo-Irish, AIB and BOI.   Denis now enjoys a near-zero interest rate from AIB for his patriotic investments in water infrastructure and is legally exploiting a €100 million write-off in Siteserv arranged by the FG administration.   To be clear Denis is a man of the highest integrity - check the tribunals.

After burning €100 million on the proposed incinerator Mr Tierney was promoted to Irish Water by FG's Phil Hogan.   A large portion of the €100 Million went to english 'consulting' company RPS.   Mr Tierney's daughter was employed to work on water infrastructure by RPS in Perth, Australia, where nobody would smell a rat.  RPS employees are now on the payroll of Irish Water.  It's all good man Tierney has a Doctorate in Corporate Governance,

From RTE Prime Time:

20 October 2014
The first major investment by the Ireland Strategic Investment Fund is going to help fund construction of the Poolbeg incinerator in Dublin.

RTÉ ‘s Prime Time tonight revealed that €44m of public funding is going towards the build from the Ireland Strategic Investment Fund – despite the legislation to establish the fund not being commenced.

Ireland Strategic Investment Fund is the new body that is about to take control of the National Pension Reserve Fund.

Official USA corporate filings by Covanta, which is the majority shareholder in Dublin Waste to Energy Ltd, show that of the €500m construction costs- €125m will come directly from the firm- with a further €125m coming from private investment and equity firms.

But €250m core funding is coming from a group of lenders comprising the Ireland Strategic Investment Fund, state-owned AIB, Bank of Ireland, Ulster Bank, Barclay's and Macquarie Bank.
AIB declined to disclose how much money it is investing.

Dublin's four councils have already spent over €97m and the Department of the Environment €7.5m in pre-construction costs for Poolbeg.
With the new €44m in state funds, the Irish taxpayer has committed at least €150m, making it the biggest single investor in the plant.

The National Pension Reserve Fund told Prime Time it was behind the €44m loan.
The Department of Finance said Minister Noonan has no role in such discretionary investments.

Poolbeg Incinerator could cost Ireland up to $2.5 Billion per year.

The proposed Poolbeg Incinerator will cause up to 300 premature deaths per year, a view not contested by Ireland's 2007 Environment Minister.   The view was framed as a question and was put to the Environment Minister in Dáil Éireann by current Education Minister Ruairi Quinn.

Doing the sums, based on current US EPA numbers for the cost of premature deaths, the proposed Poolbeg Incinerator could cost Ireland up to $2.5 Billion per year.

The United States EPA claims that by 2014 a new law titled "CSAPR" will prevent 13,000-34,000 pollution-related premature deaths, and yield between $120 billion and $280 billion in health and environmental benefits annually.   [See full article in The Economist, Oct 15th 2011 | ATLANTA |New rules on power-plant emissions invite a host of lawsuits].

This law is opposed by "power companies", a title misused by incineration companies such as Covanta.  Covanta is most likely giving lots of cash to politicians to buy off this US law.  In Ireland its reported that Covanta has bought influence with Environment Minister Hogan at The K Club golf course, FG's Galway Tent.  In the Irish context 'cross-state' becomes 'cross-border' or 'transatlantic'.  Even before the Poolbeg waste-to-toxins factory is built, illegal pollution from repeated-lawbreaker Covanta already crosses the Atlantic from Covanta incinerators to pollute Irish air.

INCINERATOR DIOXINS ALREADY POLLUTE IRELAND

About 340,000 people die prematurely each year in Europe from air pollution.  EU laws are less ambitious on particle pollution than in capitalist America.  In 2007 FF's Environment Minister did not contest the question expressed in The Dail by TD Quinn that the proposed incinerator could cause up to 300 premature deaths per year in Dublin.   All such costs will be transferred to Ireland's taxpayers and their farcical hospitals.  This observation was presented to the Bord Pleanala Hearing in 2007, and totally ignored, a Financial Regulator Best Available Trick.  One director on Bord Pleanala's executive board is an "ex" employee of DCC's English spin-consultant RPS, the outfit which apparently hijacked an Engineers Ireland 'report' to spin for incineration; in other reports it was ruled that RPS and DCC "massaged" information on incineration to mislead the public (Judge McKechnie, 2009).  Bord Pleanala's current chairman has been transferred from Ireland's crony-rich EPA, a facade of non-regulation also laced with "ex" incineration industry stalwarts.

________________________
THERE is nothing like a broad new federal regulation to make Jarndyce and Jarndyce seem like a simple dispute over a traffic ticket. As of October 11th no fewer than 36 separate entities—states, cities, power companies, trade associations—had petitioned the United States Court of Appeals for the DC Circuit to review or stop the Environmental Protection Agency (EPA) from implementing the Cross-State Air Pollution Rule (CSAPR). Eight entities have intervened on the EPA’s behalf. More could jump into the fray in the next month.

The rule at the centre of this scrum requires power plants in 28 states—everything from Texas eastwards, except Delaware and the six New England states, and including Oklahoma, Nebraska and Kansas—to reduce emissions that contribute to ozone and fine-particle pollution in other states. (Other states’ emissions do not have enough of an effect on air-quality in neighbouring states to trigger a reduction.) The rule is scheduled to take effect from January 1st 2012. By 2014 these states’ sulphur-dioxide emissions must be 27% of what they were in 2005, while nitrogen-oxide levels must fall to 46% of their 2005 levels.

CSAPR replaces the Clean Air Interstate Rule (CAIR), issued in March 2005, and also the subject of lengthy litigation before the same court, which found in it “more than several fatal flaws”. The court left CAIR’s provisions in place, but ordered the EPA to come up with a better rule: hence CSAPR. The EPA claims that by 2014 CSAPR will prevent 13,000-34,000 pollution-related premature deaths, and yield between $120 billion and $280 billion in health and environmental benefits annually. Those benefits, the EPA insists, outweigh the costs of implementation; though there may be rate changes for consumers, these should be “well within the range of normal electricity price fluctuations”.
