Receivership Sought for Covanta Managed Incinerator

DCC has a secret contract with Covanta in offshored  Luxembourg to manage the proposed Poolbeg Incinerator.  Who knows what burdens this contract places on Irish taxpayers.

Covanta with "HQ" in new Jersey manages an incinerator in Harrisburg, PA., USA.  Debt for financing the Harrisburg waste-to-toxins plant is forcing receivership or bankruptcy of the city.  Its proposed that property taxes be increased to pay the incinerator debts.

In Pennsylvania, under the state’s Local Government Unit Debt Act, creditors can compel the people of the city of Harrisburg to make good on its incinerator guarantees.

Sept. 13 (Bloomberg) -- Dauphin County, home to the Pennsylvania state capital of Harrisburg, and bond insurer Assured Guaranty Municipal Corp. asked a judge to appoint a receiver for a local incinerator whose debt they guarantee.

The filing today, in state court in the capital, also seeks to compel Harrisburg to make payments on $288 million in incinerator debt it guaranteed by raising property taxes if necessary.

Covanta Buys Trade Unions in Canada (Poolbeg Incinerator)

Covanta Job Promises in Canada. Covanta Job Threats in Dublin.  

Tamanny Hall, Vancouver, Canada: In British Columbia, Covanta is working with the totally honest leaders of a trade union. Covanta is using job promises to get the union to lobby for waste-to-toxins incineration. Even the New Jersey mafia would agree this is all legal. 

Lawbreaker Covanta was chosen by undue-influence-DCC to operate the proposed Poolbeg Incinerator in a secret contract, a contract which is being used to blackmail taxpayers. Covanta's agents in corrupt Ireland seem to be using the US Ambassador to create investment threats and local TDs for lies about jobs.  If successful Covanta stands to grab and export €750 million of Irish money to New Jersey or to offshore tax havens, perhaps via the US Virgin Islands.

Front and centre at public consultations in the run-up to the hotly-contested Metro [incinerator] vote was Mark Olsen, business manager for the Construction and Specialized Workers Local 1110, speaking on behalf of the Coalition of BC Building Trades Unions.

Building Trades Unions's Olsen pulled no punches, pitching hard for a mass burn incinerator proposed at Gold River [near Vancouver] by Covanta Energy of New Jersey.

In Covanta’s case, the agreement offered vital lobbying leverage, providing a new and Canadian public advocate for a firm that is new to the province. Although the municipality of Gold River and the Muchalaht First Nation both endorsed the project, [Building Trades Union] Olsen and his 50 supporters gave Covanta a big profile at public meetings in Metro [Vancouver] and garnered significant media coverage.

If Dublin's Poolbeg Incinerator goes ahead will it kill 2,500 jobs in genuine re-cycling industries?

That's in addition to the 400 recycling jobs killed at Irish Glass Bottle by the DDDA and NAMA scams.  

Just in Poolbeg, the DDDA-inspired NAMA scams have already created Irish taxpayer liabilities of between €3 Billion to €5 Billion in NAMA bonds.  The financial recklessness has created thousands of Irish emigrants, and caused the export of new ideas, killing more thousands of jobs.

New Jersey's Toni Soprano Orlando is already laughing.  After all, Italian-Americans know how to profit from failed states, with Mafia help.  Ask the gangs of New York, Giuliani or Tammany Hall or former boot-legger Joe Kennedy.

Protecting The Peoples Money?

Will Mr Gormley explain why he actively omitted the Poolbeg Incinerator from the Green Party summit on the Lisbon Treaty in Sept/Oct 2009? 

Ringsend was divided from Sandymount in the recent political gerrymander supervised by Mr Gormley's government.  This seriously and cynically weakened the voice of local people.   Will Mr Gormley now continue to deploy fired green councillors in Ringsend to waste honest residents time, effort and limited attention spans with cynically fake incinerator demos?  Why has Mr Gormley's Green Party - professional communicators - not educated the one million people of Dublin about the health threats from the incinerator?

It would appear that Dublin City Council's alleged city manager Mr T. and Irish Environment Minister Gormley are performing a double act.  Mr T. seems to pull items out of hats to which Mr Gormley then strenuously objects.  All very convenient and curious.

Mr Gormley will be able to waffle that he is restricted by the Department of Finance and the NAMA scams, and did you know drivers in Freiburg fitted snow wheels and he is so sorry and yes he does not know where the Transport Minister is with the country paralysed by ice.

The items pulled out of DCC's hats are curious.  Are they another patriotic scheme designed to extort the residents of Dublin?  In December Mr T. or another DCC agent released cynically with-held information, not unlike the practice of the Catholic Hierarchy or Dublin Docklands Developers Autocracy (DDDA) or Anglo-Irish Bank.  DCC disclosed its latest brass-necked financial ploy against taxpayers: build the incinerator or the secret contract Dublin City Council employees agreed with New Jersey's Covanta will cost taxpayers €120 million in penalties.  What sort of honest fool employing expensive legal help writes contracts like that?  And if the writers were not fools why did they donate the peoples' money to New Jersey's waste entrepreneur, Covanta?

Additional penalties of €28 million per year are promised by DCC if there is too much recycling, or if otherwise there is not enough waste for the the waste-to-toxins incinerator as written in the curious contract.  Is this extortion of taxpayers?

To pay for half of the €28 million apparent extortion, Mr T. or another DCC employee has decided to impose waste charges on the poorest in Dublin - to the tune of €8 million per year.  Covanta's Tony Soprano Orlando is paid about €3 million annually.

The value of Mr T's public service pension is no doubt 'confidential', unlike in Dublin's twin city of San Jose (Silicon Valley).  A good guess is that Mr T's pension has a capitalised value of €2 million.  

Dublin City Council uses the curious services of Olivia Kelly of The Irish Times, a once trustworthy rag.  The reporter seems to publish DCC press releases more or less verbatim, and certainly not critically.  A great example of this cooperation is the reporting of the EPA hearing, a cosmetic hearing conducted by  EPA, the state agency condemned by the Green Party.

Green-Washed Social Dividend.

DDDA used to provide affordable housing photo-ops for Berty.

Now John The Traitor Gormley is polishing his bicycle clips for the affordable photo-ops.   John has already achieved his 2-year pension dream, a pension higher than that Kenyan non-national in the White People's House.  Three more years gets honest John's pension into bankster territory.

Meanwhile the fired green-party sandal-wearers are afraid to walk around local supermarkets.

The Green traitors are now 'insisting' on a green-washed social dividend from the socialised banks in the capitalist's NAMA scam.

Imagine you were a 2007 fool to whom DDDA sold an "affordable" flat in Dublin for €400,000.  It's now worth less than €125,000.  And next the Greens will use your NAMA money to move in some challenged people to enhance your 'hood.

Or imagine you are a private purchaser who is competing in 2009 to buy the €125,000 flat in Dublin - with DDDA & NAMA rigging the price with taxpayer cash to rig the price to above €210,000 per flat.

ZOE's flats can not be sold to sane people, and it's not just because they are beside Sheriff Street's drugs industry.  Even a gated community with armed response won't protect any private purchasers of ZOE's flats from Anglo-Irish, DDDA, NAMA and grotesque Green Party financial threats and pocket picking for votes.

The flats are barely a drug needle's distance from the stalled and illegal concrete shell built by ZOE as Anglo-Irish Bank's HQ  - now stalled because DDDA apparently conspired with others to issue illegal or curious planning permits or procedures.  

 Why has DDDA not published its annual accounts for December 31, 2008?  Is it because DDDA is financially, ethically and socially bankrupt?  

DDDA seems to be waiting for NAMA to create "expert valuations" for its financially and chemically toxic €450 toxic hole in the ground at the Irish Glass Bottle Site in Ringsend.  

Ex-DDDA and ex-Anglo Seanie can donate plans from his Macau Casino Caper.  

Conflicts of interest abound: 

• Both DDDA and NAMA directly control planning permission.  
• Both are politically controlled property market speculators 
• or riggers, in a legalised pyramid scheme.  
• Both effectively operate in secret.  

NAMA's corporate objective as effectively stated on TV by Ireland's Finance Minister 
is to rig the Irish property market for decades to keep prices above fair market prices for decades.  DDDA and NAMA will make some people homeless and also keep the country non-competitive by rigging office and home pricing.

Supposedly because of money troubles the bankrupt Dublin Docklands Developers Autocracy (DDDA) recently fired about half its staff, no doubt including governance scapegoats and potential whistle-blowers.  DDDA appears to be bankrupt not just  ethically, but financially - DDDA's annual accounts are withheld to con or misinform the public.
